All government service contractors have an important task of confirming compliance with the SCA before a new or renewing government project can be awarded. Contractors must pay their employees a specified wage based on the employee’s job and location. This helps to ensure competing contractors do not low-ball their bids to the detriment of their own employees. For contractors that are working with high volumes of government projects and employing thousands, the process of confirming and monitoring compliance with SCA wage determinations is tedious and time consuming. Despite a nice search engine provided by the System for Award Management (SAM), there is still lacking a way to automate the comparison of wage determinations with contractors’ employee databases efficiently. Using text analysis, Megaputer helps contractors overcome multiple bottlenecks that is slowing down this risk management process. The SCAck solution generates dynamic reports that identifies which employees are paid below a prevailing wage, where are they, and what is the total cost to become compliant. SCAck additional services such as mapping contractor job codes to SAM’s coding. And SCAck regularly updates so that nothing in the fine print is missed, like new executive orders.
Megaputer has devised a way to replicate any SCA wage determination (WD) that is typically 4 pages of text and convert it into a structured datable. This achieved using text mining for key information extraction. Each extracted job title is associated with its noted prevailing wage, associated job codes and categories, and the counties that the WD applies. Sounds simple, but its not without its complications that are inherent in language. Thankfully, Megaputer has been advancing our NLP since 1993.
The SCAck solution may be deployed onsite or as a service via a browser. This permits a company the option of connecting their employee database through API (behind the client firewall) or through an SFTP connection to enjoy more automated compliance monitoring. The employee data may also be imported as a file that contains the employee Location, Job Code, Salary, Hours, and any additional data desired to be presented or used as a filter in the report. SCAck compares all SCA wage determinations to the employee data. The professional reviewing the report can call up details of a specific list of wage determinations that the company is currently bidding on, is active, or is up for renewal. Based on selections made, the report updates the statistics of how many are not in compliance, what is the total cost to become compliant, and which specific employees fall below the prevailing wage for their area. The report can be shared and exported to help with team collaboration and paperwork filing, should the company be audited for compliance.
